Governance

Governance is defined in the root GOVERNANCE.md. Its core rule is that repository ownership does not confer scientific authority. Contributors propose changes; reviewers inspect them; verified experts review claims within declared expertise; maintainers operate the repository. Scientific and technical editors coordinate domain and implementation quality. A steering committee may be formed as participation grows; no current committee membership is claimed.

Conflicts of interest, evidence disputes and credential changes must remain visible. Prefer qualified statements and explicitly disputed status over forced consensus. Every role is accountable to the contribution and conduct policies.
